Arata has been exiled to ‘Gatoya’ after being falsely accused of murdering the Hime Queen. The exile island is a bewildering tangle of rocks, pipes and rundown ruins, and every last criminal there lives in daily dread of the ‘Judgement of Lord Tsutsuga’. Who is Tsutsuga, and what is the truth behind his fearsome and cruel judgements? Determined to fulfil his promise to the Hime Queen, Arata realises that his only way forward is a confrontation with this mysterious watchman of Gatoya. His inability to control his hayagami makes him reluctant at first, but when two newly-acquainted comrades are summoned away to be ‘judged’, he realises that he has to act now or regret his hesitation forever!
